Windows live movie maker is a free program that comes with any Windows license and works especially for editing pictures or swarming faces in a movie.

Here is how to do it:

Launch Windows movie maker

Import the video by clicking Add videos and photos

Scan the desired video and select where you want to place the jamming effect

Select the specific parts of the video and click on it

Find the Jamming effect in the options

Click Apply and you’re done!
